CITY COUNCIL.

Fbiday, Maech 19. A special meeting of the Council was held at 7 p.m. to consider the Hospital and Charitable Aid Bill. Present—His Worship the Mayor, Crs. Gapes, King, Bishop, Vincent, Cun, England, Lambert, and Ayers. The Mayor having explained the object of the meeting, suggested that the Council should pass a resolution affirming the desirableness of tho support of the hospitals and charitable institutions being contributed from the consolidated revenue. Cr. Ayers warmly supported this view, and moved—“ That it is the opinion of this Council that tho Hospital and Charitable Aid Board funds should be provided for out of the consolidated fund of the colony.” _ Cr. Cuff seconded the motion, which was carried unanimously. Cr. England moved—“ That not more than one-half of the members of the Hospital and Charitable Aid Board ha elected by the Government, and the remainder by the local bodies of the several districts.” Cr. Lambert seconded tho motion, which was carried unanimously. It was resolved that the resolution be transmitted to other boroughs, with a letter asking their co-operation. Tho Council then proceeded to discuss the Bill, arid commenced with clause 4, which provided that the Governor in Council might establish hospital districts, and also that the proportion of the contribution to be made by each, local body should be made in proportion to the population. The Council resolved to approve of the population basis. The clauses from 4 to 10 were passed without discussion.

The Council, after some little discussion on clausa 11, filing the conduct of elections for the Board, agreed to adopt the clause as printed. The clauses up to 42 were passed as printed. On clause 42, respecting regulations for hospitals, the Mayor called attention to the desirableness of having a by-law by which any ore contributing a certain sum should be entitled to nominate a patient to the Hospital. He also thought that there should be some residential qualification for patients admitted into the Hospital. It was resolved that the Council recommend tha t thero should bo a residential clause giving optional power to the Board to require not less than three months* residence (except in case of accident) in all oases of application for charitable aid and patients to the Hospital, the Board to have discretionary power to charge the maintenance of such patient or applicant for charitable aid to the district from which (ho patient or applicant comes. On clause 53, which provided that parsons receiving relief should contribute towards their support any sum not exceeding 20s per week.

On the suggestion of the Mayor, it was resolved to strike out the words “ any sum not exceeding 20s per week.” ■ The remainder of the clauses wore then dLunsed of, no alteration being made. The Council then adjourned to the usual meeting on Monday next.
