CITY COUNCIL.
The ordinary meeting of the City Counci "was held last evening at seven o'clock. There were present—His Worship the Mayor, Crs. Gapes, Bishop, Vincent, Cherrill, King, Cuff, Lambert, Ay era, Wyatt, Hulbert. A statement was laid before the Council showing the receipts for the fortnight ending ■January 17th, 1880, to amount to £IO3B 13a lOd ; the bills to be paid amounted to £1378 •9s Id ; credit at the Bank, £49 Is 6d. The accounts were ordered to be paid. The Mayor said he had since the Council met a fortnight ago received a number of communications, and one respecting the distress in Ireland, being the effect of a telegram received by tho Mayor of Auckland from the Lord Mayor of Dublin. He had opened a list for-subscriptions in the same way as had bean done in the case of the Kaitangata mis--1 fortune, but had deferred taking any further -steps'till he had consulted with the Council. The Mayor then referred to the other matters brought under his notice during the past • fortnight, referring to the collection of the scavenging rate, regarding which a complaint had been received from Messrs Garrick and Cowlishaw. Respecting the itinerant " shows" being exhibited on the tank reserve, Cathedral square, he .pointed out that those reserves ' having been -set apart for a special purpose ought not to be utilised in such a manner.] A petition from stone breakers out of work -was received, praying for a continuance of employment. The Mayor explained that the petitioners were old men who had been in the habit of stone* breaking for the Council, otherwise they would fall upon the Charitable Aid, to which the city had also to contribute. Or. Taylor objected to charity being dispensed in this way. After some discussion, during which the Mayor corrected what appeared to be a misapprehension on the part of some councillors —that the Council had nothing to do with the distribution of charity—as a matter such as this was to a very large extent a function of that body, The petition was referred to the works committee, with the recommendation of the Council that the committee should do the best they can to give the men employment. Or. Taylor asked whether a register was kept of the licensed dogs in the city, and mentioned that there were a great many useless curs going about without collars. The Mayor replied that a register was kept. He also stated that it was not an unfrequent ooourrence for boys to steal the collars from dogs, so that it would not do always to assume that collarless dogs were unregistered. In reply to Cr. Gapes, The Mayor said it was quite true that two doga had been registered by a body outside of the city, which should have been registered in the city, but he had ascertained that the revenue would be put to the credit of this Council. A letter was read from the Insurance Association respecting the use of gasoline, and enclosing a notice issued by the association against its use. The letter was ordered to be acknowledged with thanks. Or. Gapes said he had been requested to apologise for the absence of Cr. England. A letter from the secretary of the company as to the tramway by-law was referred to the works committee. An application from Mr Proctor, proprietor of the camera obscura, for permission to continue his exhibition in Cathedral square, was received. The report of the City Surveyor was read as follows: — 1. The metal is being spread on Lower High street and rolled down with the steam roller. 2. The pipes to connect the Tramway Company's artesian with the Cathedral square tank aro being laid down. 3. There were no tenders in response to the advertisement for an artesian in "Victoria street. 4. The iron urinals have arrived from England. 5. The follawing building licenses were granted dur>Dg the month of December last— Mr Williams, south belt; Messrs Lloyd and Co., Durham street; Mr Bradley, Horatio street: Mr Butler, Durham street; Mr Stocks, Lower High street; Mr Trent, Worcester street; Mr Pentney, Cashel street; Mr Bmckland, North belt; Mr Walsh, Allan street; Mr Bamford, Martin street; Mr Ollivier, Cranmer square ; Mr Tait, Montreal street; Mr Brightling, Barbadoes street ; Mr Brightling, Hereford street; Mr Parker, Armagh strtet; Mr Halliburton, Walker street; Mr Tomkins, Madras street; Mr Tomson, Durham street; Dr. Wilkin, Worcester street; Mr Voginsen, William str.et; Mr Croropton, Armagh street. C. Walkden, City Surveyor. January 19th, 188 >. Certain questions having been put to the -surveyor and satisfactorily replied to, The report was adopted. The collector submitted a report. A report from the reserves committee was received, to the effect that they had received offers to rent sites on the Market Reserve, and that the Government had issued orders for the preparation of the grant of 2000 acres to the Corporation. The report was approved. A long report was brought up by the water supply committee, and its consideration postponed, in order that copies of it might be struck off for the information of councillors. A motion, given notice of by Or. England, was postponed owing to that gentleman's absence. Several applications for cab licenses were granted and a few relused. Cr. Hulbert moved—" That the members of this Council act as a committee, with power to add to their number, for the purpose of collecting funds towards relieving the distress in Ireland." The motion was carried nem con. Some discussion of a conversational character took placo in reference to the individual responsibility of councillors outside the Council, after which the Counoil rose at 9 15.
