THE DIOCESAN SYNOD.

The Dean moved the second reading of a Bill to Amend Diocesan Statute No. 2, for regulating the election of clerical and lay representatives, so far as reg irds clauses 2,3, 4, and 9.” He explained that his object was to assimilate the mode of election to that of lay representatives, and to provide for the appointment of a returning officer. The question that the Bill be road a second time having been put and carried, The Synod went into Committee to consider the various clauses of the measure. After considerable discussion progress was reported, and further committal of the Bill made an order of the day for Tuesday. AMENDING STATUTES. Archdeacon Harper moved the opinion of this Synod it desirable that the Gentral Synod, at its next session, should take into consideration some measure which may have the effect of restraining any proposal to legislate in General Synod, in reference to alterations of, or_ additions to the Prayer Book and Formularies, so that no such legislation should be possible until after due information has been given to the several Diocesan Synods of the proposal, and until after the General Synod shall have itself considered the matter fully during the course of at least two of its triennial sessions." The mover stated that certain alterations had been made already in particular statutes (19 and 21 General Synod Report), and the motion he proposed was intended to prevent such alterations _ being made in future without duo consideration. The motion was seconded by the Rev. Mr Flavell. At the hour for the evening adjournment, The Rev. Mr Paige moved the adjournment of the debate. This was agreed to, and the Synod then rose. On resuming at 7.30, the Synod proceeded to the orders of the day. The Rev. W. O. Harris moved, and it was agreed to —“That the Bill to constitute a Church Society be further considered in committee.” The Synod accordingly went into committee to consider proposed amendments in the Bill referred to. After some considerable discussion, Mr Harris moved that the Bill be re-com-mitted to next day, which was agreed to. Several notices of motion, in reference to further amendments to the Bill, were then given. FINANCIAL BEGULATIONS. The Rev. G. Ootterill moved—“ That the Bill for amending the Financial Regulations be read a second time and be considered in committee.” The motion was seconded by the Rev. Mr Stack, and carried. The Synod went into committee to consider the amendments, which were numerous. The above was the last order of the day on the order paper. At its rising the Synod adjourned till four o’clock this afternoon.
