[By Tkleobaph.] Turkey will take measures for the defence of Epirus and Thessally, Muktar Pacha asked for 4000 men and 100 cannon for the fortification of various frontier towns. The Turkish policy, relative to the Greek frontier, is disapproved of by the Powers, England included. France and Germany first'espoused the Grecian cause conjointly, with energy. Referring to the proposed purchase of the Ladroone Islands by Russia from Spain, the London “Examiner ” says that “ they would constitute a magnificent base for cruiser operations in the China seas. We therefore trust that her Majesty’s Government will have a wotd to Say in the negotiations before they come to an end.”
The report of the English commission sent by Rivers Wilson, to inquire into the famine in Upper Egypt, shows from statistics, that 10,000 persons died from starvation alone. In Gerjab Rena and Esta the famine, which is really a money famine caused by over taxation, is now terminated, but has left disastrous consequences. If similar taxation continues, another partial failure in the rice crop will cause a famine worse than the last.
The Bulgarian Assembly resolved that Sofia will be the capital of the principality. The Grand Duke Nicholas Constantinovitch, in a work just published recommending the construction of the Orenberg and the Tashkend railway, announces that he is preparing to pursue studies relative to railway matters beyond the boundaries of AsiaticRussia across An #o Daria as faras the defile of Kernian in Afghanistan, and in the direction of Cabul. It was announced some time since that the Grand Duke hud been exiled for publishing the work in question. His views now seem to have found favor, and great preparations are making for the expedition. The leaders in the Italian expedition to New Guinea are Menotti Garibaldi and a fellow-soldier named Archolli Farazzi. Six million dollars are required for the enterprise. The equipment will include a cable to connect with the Northern Australian cable. In the war between Chili and Peru, it is thought that Chili is over-matched. Advices from Panama say that the situation in Bolivia is unchanged. Chili holds the Bolivian posts and will not give them up without a fight. The latest news was that three Peruvian ironclads were ordered to proceed to Iquique immediately, though a thousand soldiers were under orders to proceed there also, as soon as means of transport could be obtained. Peru has an old humilation to avenge. This is her opportunity. The Turks intend to establish a camp on the border of Eastern Roumelia, in the direction of Adrianople, so as to be in readiness to march into the country if called upon by the future Governor. At a banquet given at Madrid by the advocates of the abolition of slavery, it was resolved that a society for promoting the total disappearance of slavery from Spanish colonies should be reorganised. The ship Nikbe, which sailed from New York to Australia, took 9 locomotives, 99 organs, 403 packages of clocks, and a large assortment of agricultural implements, for the Australian Exhibition; another ship follows.
Terrible prairie fires have recentlyjoccurred in Kansas, They extended over an area ten miles long and three miles wide, and swept everything before them. About 100 homesteads were consumed, and also a large quantity of grain, farming implements, hay, and other property. The winds were so high and the fires so fierce and hot that the inhabitants were obliged to take refuge in cellars or under ground habitations. But one life is reported to be lost, but several are severely injured, The losses are estimated at 40,000 dollars.
A storm of the severest nature swept over Memphis. The cotton and wollen mills were entirely consumed. The mills were valued at 90,000 dollars. They employed one hundred and twenty-five persons. Miragona in the West Indies was destroyed by fire ou the night of the 18th of March. The flaytian Government is sending relief. The Washington War Department has ordered the 19th Infantry from Atlanta, to protect the border threatened by Sitting Bull. Colonel Marsh, commanding the Canadian Mounted Police, writes that Sitting Bull and 2000 warriors, well armed and equipped, are showing a very ugly and insubordinate disposition. The Haytian war steamer, St. Michael, six guns, commander Nadad, having on board a part of the twenty-seventh regiment of line, after a grand review with General Montjoint, military Governor of Cape Haytien, on ier way from Port au Prince, came in coll sicn with the British steamer Oolivian, of the West India and Pacific Steam Company of Liverpool, near to Nevar. Of 150 persons on board the steamer, of whom only four were civilian, twelve were saved by boats of the English steamer.
