DRAINAGE BOARD.

Friday, November 1. The usual fortnightly meeting of the Drainage Board was held at half-past ten o’clock. Present—Messrs H. J. Tancred (chairman), Boss, Hobbs, Hall, and Duncan. The Chairman reported that the committee had seen the chairman of the Avon Boad Board respecting a drain running between the Sawyers’ Arms, Papanui, and the Papanui Hotel, and it appeared that it was only an ordinary road side drain. It was a matter for consideration how this was to be connected with the main drain, but he thought the Boad Board ought to get rid of the water between the points be had mentioned. The Board approved of the action of the sub-committee, and the matter was left in the hands of the engineer to take the necessary levels and make a plan, and report as to the best means of doing what was necessary at the next meeting of the Board. . Mr Hall reported that certain levels had been taken on the Fendaltown road, on which he had been asked to report. More remained to be taken, and he would bring up his report at the next Board meeting. engineer's report. The engineer’s report was read as folk X The loccupiers on Bhodes’ swamp petitioned the Board to deepen and m amta in the drain on the roadside at K.S. 1154, 6386 6440, and the engineer was requested to report to the Board on the subject. This drain is the outlet for the drainage of a considerable area of peat land, whii-h is very damp; the dram ought to be deepened so as to have a good fall, to the mam drain on the canal reserve; as it is, the water lies near the surface, and cannnot get away, all the land belongs to Mr E. Bhodes, and is let to se 2 OT m^E. 1 Harris wrote to the Board asking it to erect a culvert over the drain recently deen ned through E.S. 224. I find that the grounds of his request are that the locality was formerly a swamp, over which his cattle passed, but a drain h viug now been cut through it his cattle can only get over it by breaking down the sides of the ditch. The dram in question was cut at the request of the occupiers ot B.H. 2J4, 223, and 32. „ , J , t 3. In reply to questions referred to the engineer hy the sub-committee of .the Drainage Board and the Sydenham Borough Council Ist. “ Whether the Windmill road dram from * the south belt cannot be filled in, and if not whether the Drainage Board should not take charge of it?” This drain at present intercepts a large part of the water coming from BS. 66 and 67. If the road were cut down, as shown hy a red line on triangle attached thereto, ordinary side channels like those in the city, would serve the purpose of the present deep drain. The contractors for the Ferry road sewer have got into better ground, and are now making good progress. I have emp’oyea two overseers experienced in sower work to act is clerk of works on contracts, or to carry out wor;s which are not contracted for. I have to psy those men at the rate of .£5 and 10s respectively per week. It would be impossible to carry oi work on both sides of the river with only ore overseer. I have made arrangonents to begin the works on Salisbury and Madras streets, and will begin also to lay pipes whenever they arrive. I submit a notice o bo served on the Cemetery trustees for a strip of land required for the sewer in Salisbury street, leading to the river, also a plan of tht land required to be Ci Napis* Ito, Engineer.

The Board took the clauses consecutively for consideration. Referring to clause 1, it was resolved that the works should be done out of the loan. On clause 2Jit was decided that a cattle crossing should be made. Clause 3, referring to the questions submitted by the committees of the Drainage Board and the Sydenham Borough Council, was considered, and it was resolved that a copy of this portion of the report, together with a tracing, should be sent to the Sydenham Borough Council. Referring to the cost of the work referred to in clause 4, the engineer said the distance to be done was about 18 chains, and the cost would be £2 per chain. It was also resolved to send a copy of the clause, with an estimate of the cost. The question of the pipes, in clause 5, was discussed, and it was resolved to send an explanatory letter to the Sydenham Borough Council explaining the plan proposed to be adopted, and the Board’s reasons for it. Clause 5 was considered highly satisfactory. In the matter of the pipes, it was resolved to notify the Avon Road Board that the Drainage Board intended to take prompt action, on the arrival of the pipes, in putting them down in the places that had been decided on. The Engineer said the pipes would probably be out by the end of the next month. Tho report as a whole was considered satisfactory, and adopted. TENDERS. The Board went into committee for the consideration of tenders for bricks, sand, and shingle. On resuming, it was resolved —“ That the tenders be taken into consideration, and the ones decided on for acceptance be advertised.” SEBBEVES. A communication was received from the Crown Lands office, stating the Government considered it time enough to issue the grants for reserves 2171 and 2172, when the drainage works have been completed. committee’s report. The town clerk of Sydenham wrote, acknowledging receipt of the Board’s letter, dated October Bth, containing tho several decisions, &e., arrived at by the committees appointed by the Board and the Borough Council, and in reply stated that the report as read had been adopted by the Sydenham Borough Council. BICCAETON. A letter was read from the surveyor to the Eiccarton Road Board containing a statement of the amount of rates levied and collected for the year 1878 in that portion of the drainage district, by which it appeared that the total amount as per rate roll was £603 17s. It was resolved to thank the Road Board for the prompt and satisfactory manner in which this statement had been forwarded. NEW BRIGHTON. Mr B. Corser, of New Brighton, wrote to the Board concerning the drainage of land at New Brighton about which he and Mr Barker had previously interviewed the Board. He now stated that he wished to tap the drain running along road to north of sections 5672, 1800 and 1801 by cutting across tho road and connecting with the drain running between sections 1779 and 5672 west and 1800 east to the river. The drain is already cut 6ft. wide for 25 chains from the river, leaving 20 chair s that requires widening. The writer offered if the Board would take over the drains to give them what land they required for the purpose. It was resolved that a conveyance should be prepared for Mr Corser’s signature, and the engineer was instructed to take steps to connect Corser’s drain with the drain on the accommodation road. LOWER HEATHCOTE. Mr H. Augustus Bamford, ns chairman of the Lower Heathcote School Committee, asked tho Board to make provision for connecting the school drain with the sewer now in course of construction. This matter was referred to the engineer to confer with the writer. COUPONS. The manager of the Bank of New Zealand, Christchurch, wrote enclosing paid coupons to the amount of £2916, together with statement of account of interest furnished by the London office, amounting to £3068 6< 6d. COMPENSATION. Letters were read from David Baxter, of Sydenham, and Alfred Coker, Madras street, applying for compensation for certain lands which they alleged were damaged and injuriously affected by the operations of the Board ; £IOO was demanded in each case. It was resolved that tho letters be allowed to lie on the table, the Board not recognising any claim in the matter. A letter was read from Mr D. Greer, complaining of an open drain in the immediate vicinity of his land, and asking that it might either be piped or culverted, or he should himself fill it in. Referred to the engineer. Mr Cruise wrote asking whether the Board intended fencing a cutting they had made through his land, as in the absence of a fence he could not crop his paddock nor keep sheep out of his garden. It was resolved that a letter be sent to Mr Cruise, instructing him to see the engineer and arrange about the fencing. FINANCE. Accounts were passed for payment as follows . —Out of loan account, £593 16s 2d ; out of rate account, £156 5s 6d. This was the whole of the business, and the Board adjourned.
