Hicks Beach declines to express an opinion regarding the merits of the dispute on matters appertaining solely to the Government of Victoria, expresses a hope that mutual concessions may be made to bring about a settlement of the difficulties pending between the two branches of the Legislature, and that both the British Government and Sir G.
