USE OF HOSTAGES.
As a check upon the submarine campaign against merchantmen, a contemporary proposes that interned Germans should he used as hostages. “Let every unarmed merchant vessel, ancl especially every liner, trading to European waters have its complement of German hostages taken from the civilians interned in England, in India, or in any other part of the world. Let them bo placed on board, treated with mercy, and even with kindness, hut kepi! under the closest supervision, especially at'night time. A sea voyage will do some of them more good, than detention. -And let Germany ho notified that so many of her subjects are allotted as hostages to each of our unarmed liners, and that if she persists in sinking innocent ships she will murder her own subjects as well as ours.”
It is stated that in the war of 1870 the Germans, by using French hostages, put an end to train-wrecking. “Groat Britain adopted the practice for a short time in the -South African War, but abandoned it.”
