STATEMENT BY CANADIAN MINISTER. Uniteb Press Association. Copyright (Received Jan. 28, 9.18 p.m.) OTTAWA, Jan. 28. The Canadian Minister of Trade and Commerce, the Right Hon. Sir R. J. Cartwright, speaking in the Senate at Ottawa, stated that there had been pourparlers with German officials regarding the surtax on German goods.
