President Roosevelt has appointed a commission of eight experienced naval officers to enquire, firstly, as to the fundamental principles of organisation necessary to ensure efficient preparation of the navy for war in peace times; secondly, to consider recommendations concerning the changes in the present organisation necessary to accomplish this result.
