NEW YORK, Dec. 19.

Senator Dolliver, of lowa, lias introduced into the Washington Senate a Bill, representing the views of the Administration, requiring the consent of the inter-State Commerce Commission to the future issue of securities by corporations doing inter-State business. Mr. Fowler, of New Jersey, lias introduced into the House' of Representatives a Bill to appoint a Tariff Commission of seven members, each serving 14 years, to determine actual tariff rates within a maximum and minimum which Congress is to fix, also to collect information for manufacturers and commercial men, and recommend reciprocal trade treaties.
