THE CONSTITUTIONAL GUARANTEES. MOTIONS REFERRED TO A COMMITTEE. United Press Association. Copyright BERLIN, Dec. 4. In the Reichstag, all the motions dealing with constitutional guarantees were referred to the Procedure Committee. Herr Linger urged that the Reichstag’s assent to the proposal for financial reforms he made dependent on the granting of the constitutional guarantees. He delcared that at present the Reichstag was in a condition of impotency.
