M. Picard, an engineer but not a politician, succeeds M. Thomson as French Minister of Marine.
[M. Thomson was accused the other day in the French Chamber by M. Delacasse of being responsible for the loss of the battleship Jena and the Chamber having adopted a resolution deploring his regrettable negligence, M. Thomson thereupon resigned.]
