THE SECOND BALLOT.

AUCKLAND OPPOSITION.

(Special to “Times.”)

AUCKLAND, Sept. 10. The Second Ballot Bill was the subject of a strong leading article in tho “Herald” this morning. The article deprecates tho Premier’s attempt at the gagging of free speech, , and especially commends the Ministerial Journal in 'Wellington for its protest. To-night’s “Star” fears the Premier has made a serious mistake in attempting to prevent lull and ireo discussion of political matters beforo or during the election, and sympathises strongly with the agitation against such an obnoxious clause. It continues: “In New Zealand, at least, as much as anywhere else in the world, we have been taught to regard free speech as one of those indefeasible rights on which our social and political constitution is based, and without which Government by the people through the people would be. a mockery and a’ delusion.”
