HOUSE OF REPRESENTATIVES. AFTERNOON SITTING. [Press Association.] WELLINGTON, August 4. The House met at 2.30 p.m. The Roman Catholic Archbishop, of Wellington Empowering Bill was read a third time and jiassed. Tim Premier took exception to the fact that some person had circulated on members’ desks leaflets issued by the anti-vaccinationists. The 'Speaker understood 'Mr. Greensludo was responisble, and pointed out that the member find committed a breach of the Standing Orders, under which no document could be circulated without the Speaker’s consent. Mr. Greenslrade apologised, and proceeded to make a speech on the subject of the leaflet, but the House refused to listen.

Sir W. J. Steward’s Marriage Validation Bill was discharged. Another discussion on. the report of the Public Petitions Committee respecting grants for public works took placo.

Tlio Premier held that the Government alone had tlio power to placo a sum on the Estimates for such works.

Mr. Massey again dissented, and protested against the Premier’s doctrine, as Parliament had the right to control expenditure. The report, which had no recommendation to make, was ordered to lie on the table. The Premier referred to the death of the Hon. H. Feldwick, and spoke in eulogistic terms of his public services. He moved that the House place on record its high sense of the services rendered to the Legislature by tlio deceased, and tender its sympathy to the family in their bereavement. The motion was carried in silence. On the motion of the Premier, the House adjourned until 2.30 p.m. next day as a marie of respect to .the memory of the Hon. Feldwick, and the House rose at 4.13 p.m.
