SCHEME Tp BE SUBAHTTED TO " " THE RATEPAYERS. At the mooting of tlio Borough Council last night the adjourned question of drainage was brought up, and Of. Wliinray moved that the matter be further adjourned for consideration la J -er on. Cr. AVilliams and other Councillors were in favor of proceeding, and Cr. Whiuray’s motion lapsed for want of a seconder. Cr. AVilliams withdrew his amendment- proposed at the last meeting, and Cr. Pettie substituted an amendment that £125,000 bo borrowed in instalments, instead of £50,000, together with such a sum as the Finance Committee thinks sufficient to cover tlie cost of house connections, and that the cost of tho outfall sewer bo snread all over the borough. His object was to pledge all tho ratepayers to see the whole scheme through. Cr. Durton thought that the Council should make clear;"the.;dilforcnce betwen a sewerage and drainage system. "" Cr. Bright considet-qil That the original proposal-was' the best, if an equitable vote could be taken of the districts that- -\yerc tq by bciiepteil. Cr. Map'll referred to. the large amount'of tlie loan,' a net; Cr. AVilliams was opposed to asking the ratepayers for £125.000. AVliat they wanted was to get on with their congested area,. Cr. A]-,uiii said that if the immediate position was faced tlie difficulty as to the burden oil the dill'creut areas would not arise in the future. Cr. Dart on suggested that Mr. Mcstayer lie written to, jaml asked if the available water-power could be utilised as an auxiliary power in tho sewerage proposals. A good deal of desultory discussion -followed, and tho following motion, proposed by Cr. Bright, guii seconded by Cr, AVilliams, was eventually carried, Cr. AV hi nr ay dissenting::—That tlie Council approves of the sewerage scheme as submitted by Air AJestaycr, and that the Borough Solicitors bo desired to prepare details to put before the ratepayers for the purpose of taking a poll on tlie following terms: (a) Outfall sewer, power ho.iijie,; and plant, to cost, say, £L’o,otlti, to be secured 'bv hate over the whole borough ; (b) for providing sewerage forareas 1,3, aipl 3. as per plan, llint estimated to cost about £35,000, to be secured b.y n special rate over, said areas 1, 2 - j and 3, and to include, in addition to interest and sinking fund, tho estimated annual pumping charge, tlie poll for this loan to-be taken strictly over the ratepayers in fi-rw.S 1,2, and 3, and to he contingent upon the passing of the loan referred to in clause (a); (c) a special loan to cov.pr sewer -connections to be secured by a special rate over areas 1,2, apcl 3', providing for repayment by instalments in live years, this loan-to be contingent upon the passing of loans referred to in clauses (a) and (b).
