CONSTITUTION TO BE CONCEDED. United Press Association —Copyright (Received Dec. 26, 9.56 p.m.) PEKIN, Dec. 26. An edict promulgated here announces the intention of the Government to gradually’ concede a constitution embodying the good points of tho constitutions of foreign nations while maintaining national civilisation and moral teaching as the first steps towards the creation of a Parliament. It is intended to establish a Tso Chen Yuan, or Government Council, in Pekin, also a Tsc Yi Chu, or provincial deliberative asembly, in the various provinces. If tho decisions of the Tso Yi Chu are considered good they’ will bo submitted by the Governors of tho provinces to the Tse Chen Yuan.
