OLD AGE PENSIONS. TARIFF REFORM NECESSARY. (Received Dec. 26, 0.29 a.m.) LONDON, December. 25. Mr. Lyttelton, speaking at Coatbridge, declared that it was impossible to deal with olid age pensions until the commission upon the Poor Laws had reported. It would be a political crime if the State encouraged the reckless and dissipated to live on the savings of the thrifty, industrious and virtuous. The policy of tariff 'reform was ne-cosary-to foster diffusion, expansion and security of the British race by a vast league of Imperial federation. CABINET TO BE RE-ARRANGED. (Received December 26, 0.39 a.m.) LONDON, December 25. The Daily Express states that Sir 11. CampbelUßannerman and Mr. Gladstone go to the House of Lords at tho end of January, the former replacing Lord Ripon, who has retired. The Government will be rearanged, Mr. Asquith becoming First Lord of the Treasury, Mr. Gerge of the Exchequer, Mr. Churchill President of the Board of Trade, Mr. Burns Homo Office, Mr. Harcourt Local Government Board. The Master of Elibarik will bo tile first Commissioner of Works.
