Mr. Hewins, ill reply to Mr. Asquith, says that tlie latter’s arguments were unsupported by evidence, while those of the preference scheme were submitted to the Conference supported -by Tariff Commission tables. It is uuneccessary to secure absolute arithmetical equality of treatment of all the colonies, still less of all the interests of each colony, but it is .necessary to arrange such concessions as justify and make practicable reciprocal concessions with the Motherland, to make the Empire largely self-sup-porting.
