THE HAGUE, Oct. 17. The plenary conference adopted the proposed scheme for a Permanent Court of Arbitration by 38 to 6. Tlio minor Powers abstained from voting. Proposals regarding contractual debts and tlio Brago doctrine were adopted. A declaration on obligatory arbitration was adopted by 41 votes. The United States and Japan abstained from voting.
The Conference requested all the Powers to contribute to tlio embellishment of the Palace of Peace. Tlie Conference holds" its final sitting on Friday. (Received Oct. 18. 10.8 p.rn.) LONDON, Oet. 18.
The Standard states it is evident that not a single Power at tlie Hague Conference, except Britain, has the smallest intention of parting wiitli any fraction of rights which might advance it in the emergency of war. All proposals to mitigate the horrors of war were regarded with general suspicion.
