A COMPROMISE PROPOSAL. United Press Association—Copyright (Received 'Oct. 8, 10.50 p.m.) THE HAGUE. Oct. 8. The Peace Conference Committee, hy 31 to 9, adopted proposals as u whole concerning compulsory arbitration. Japan and Italy abstained from voting. It is generally expected that a compromise proposal will be submitted at a plenary sitting of the conference with a view to assuring unanimity.

The pumps wore unworkable in No. 1 hold, owing to the large quantity of rubbish choking tho valves. Attention was confined to No. 2 hold, into which No. 1 drains. Pumping is continued at intervals in the engine-room, into which tho vmter from the three foreholds has percolated. The water is now well down.
The T'urakina is now afloat, but is still with a list to port. To-morrow she will ho removed from her present berth to tho Glasgow Wharf. The rabbits, some 2000 cases, will he turned into manure. The beef and mutton will he boiled down. The butter will lie sold in the interests of those concerned. The Stormbird is lending damaged wool for Napier. Tho extent of the fire in tho fore-
hold is only becoming more apparent as the men get- lower. The origin of the fire was at first thought to have been among the flax in the ’tween decks, but it now seems to have been much deeper down, for the destruction', now that the bottom bales are almost in sight, lias been as thorough in this portion of the compartment as in any other.
