TO MEN “UNDER. THE INFLUENCE.” REMARKS FROM THE BENCH. When the police inspector’s report was read at the annual meeting of the Licensing (Committee, yesterday, the Chairman (Mr. W. A. Barton) said that the report was very satisfactory, as the hotels appeared to be very well conducted. There was one matter that required attention—the inspector’s reference to the bad system that liad sprung up cf supplying bottles off liquor to men leaving hotels, especially on Saturday nights. There was no doujrt that idle practice was harmful, and should be discouraged. The Bench, however, could not interfere, but could only suggest to licensees that the practice should be discontinued. Mr. Nolan: Can the Bench go even that far. A man comes along perfectly sober— Mr. Barton: lam speaking of men ivho had liad just about enough. If a sober man asked for a bottle . a licensee would not bo justified in refusing. Mr Darton observed that tile habit of throwing empty bottles about in the street, did not emanate from sober men. Mr. Barton said the Bench threw out the hint for the benefit of publicans, and be hoped that the practice would be discontinued.
