Mr. Carrutliers," in a speech at Rockdale, outlined the Government policy. The chief points were that income .tax arising from personal exertions would he remitted and dividends substituted to provide the remaining portion of the income tax. Stamp duty would be remitted to the extent of £130,000, railway charges be lowered by £250,000, with a further reduction on country lines to i tho extent of £30,000. The total remissions proposed were £720,000. A new portfolio of Agriculture ..would be created, and a big scheme of land resumption and closer settlement carried out. The Arbitration Bill would ho repealed and a Wages Bui substituted for it. He proposes to take a referendum on the questions of the Federal capital site and reduc- I tion of members of tho Assenibly I from 90 to 60. I
Mr. Carrutliers expects to end the year with a surplus of £1,350,000, which will be devoted to public works hitherto carried out by loans and other proposals, placing the business of tho administration in the Lands Department under a board known for its ability and probity, setting aside £34,000 as pensions to invalids and cripples, and subsidising friendly societies to the extent of £24,000. He proposes resumption of the Peel River Estate, 250,000 acres, the closer settlement and examination of all lands within 20 miles of railways in the rainfall holt, with a view to resumption, and the extension of the Public Health Act, making consumption and other diseases notifiable.
