The Acting Under-Secretary replying on behalf of the Attorney-Gen-eral to Crick’s complaint as to the non-issue of a summons, states the Mr. Wade did not authorise the refusal. The Magistrates wore acting on their own discretion. Report from tbe Magistrates show that they refused to issue summonses because Crick declined to give any particular: of the alleged conspiracy. I
