PRESS ASSOCIATION—COPYRIGHT London, Deo. 18. Lord Elgin, in the House of Lords, and Mr Churchill, in the House of Commons, made statements respecting tbe Transvaal and Orangia constitutions. They explained that Orangia would receive substantially the same constitution as the Transvaal, and expressed a hope that the Bloemfonw tein Parliament would be at work by the autumn. Mr Churchill, declared he be- , lieved the Boers had abandoned their am* bition to create an independent Dutoh R-publio in South Afrioa; they had only tried to beoome another Commonwealth. After some criticisms, the House of Commons approved of tho-.printing of the constitution.
