Tbo Duka of Norfolk was afraid they woro talking of making a Bill equitable and workablo when it wus boyond their ability to do so. He feared that when it oumo to the third reading it would bo the duty of tho House to rejeot the Bill altogothor.

Buenill’s confidential report on the moral oundition of the Chinese compounds on the Rand was debated in both Houses. In tho House of Lords Lord Lansdowne promised bis party’s support to an enorgotio slamming out of tho evil. In tbo Housb of Commons Mr Ohurohill said tho offence was not a matter of open publio soandai. It had not been tolerated, but prevailed in most compounds. All eußpeota would be repatriated wholesale. The report soaled the fate of Chinese labor. (Choere.) Mr Chuicbill added that in view of the imminenoo of a representative assembly in the Transvaal, the Chinese question must be left to that assembly for settles cent.
