THE WEBT RIDING JUDGMENT,

It was officially announced to-day tbat the Government have decided to appeal against the West Riding judgment with the view of clearing up numerous points of difficulty at the earliest moment. Mr A-quitb, addressing his constituents, said that whether or not there was an appeal, or whether or not the appeal succeeded, nothing could modify the Government's intention to give legislative effect to the first prinoiple of the Education Bill, namely, tbat publio coutrol must be absolutely unfettered and oomplete from the top to the bottom of all education given at the publio oharge in English elementary eohools.
