As the result of recommendations of tbe Chinese Commissioners who have been touring tbe United States and England the Viceroys Yuanshibkai and Tangehayi have been consulted, and an Imperial edict has been issued, which abolishes the use of opium by both foreign and native population within a decade. The edict stroDgly oondemns the evils of this foreign drug, and orders regulations to enforce its suppression.
