Tbe latter, however, are better armed Bnd equipped than the in* surgents, who strongly resist intervention, and threaten a prolonged guerilla warfare. Business interests are practioally unanimous that intervention alone can guarantee the restoration of order and preserve peace. Mr Taft has cabled to President Roosevelt private reports from the interior, whioh declare that anarchy is almost universal, excepting on sections of. the ooast. The insurgents fired on American bluejaokets when landiDg. Oienfnego’a sailors retaliated; aDd tho insurgents fled.
