Havana, Sept. 12. President Palma has suspended the Constitutional guarantees in order to arrest the Liberal Senators and Congressmen forming the oentral revolutionary oommittee at Havana. The rebels agreed to submit if half the Senate and Chamber resigned, and new elections were held, the Palma Government retaining office.
