(Per Press Assocl ation.) Nelson, last night. A poll of the city ratepayers was taken to-day on a proposal to borrow £4OOO to improve the gas and water retioniation, but there were under five hundred voted, and the proposal was rejeoted by a majority Of fifty-four,
