The Times’ Johannesburg correspondent states tbat Sir Wost Ridgway’e oommittee recommends manhood suffrage. There is no serious departure from Mr Lyttelton’s constitution, but a British defeat at the pollß is now more than possible, assisted by the delays in enforcing tbe constitution and the uncertainty of past months causing an exodus of British. For this the Liberals alone are responsible.
