M. Winsnwitto advised the Council of the Empire to co-operate with the Duma whenever possible, otherwise it would, ho said, be impossible for people to secure reforms. He supported a limited amnesty as unlimited clemency would only provoke a fresh revolution. The hatred of the masses did not prooeod from burcaucratio repression, but was prompted by a desire to" destroy all distinction of class and propsrty. It expresses the determination to 00-operate with the Douma in efforts to place in order questions of education and development of the country’s resources. It recommends the granting of an amnesty in connection with the recent trouble in all cases excepting where attaoks on life or property are involved.
