M. Winsnwitto advised the Council of the Empire to co-operate with the Duma whenever possible, otherwise it would, ho said, be impossible for people to secure reforms. He supported a limited amnesty as unlimited clemency would only provoke a fresh revolution. The hatred of the masses did not prooeod from burcaucratio repression, but was prompted by a desire to" destroy all distinction of class and propsrty. If that were realised it would strike tho civilieed world with horror. Tho Duma, after emphasiog the peasants’ demands, unanimously approved of the address.
Received 10.49 a.m., May 20. Bt. Petersburg, May 19. The address adopted by th 9 Council of the Empire in reply to the Czar rejoicss that Russia will beDoeforth.be one and indivisible. It expresses the determination to 00-operate with the Douma in efforts to place in order questions of education and development of the country’s resources. It recommends the granting of an amnesty in connection with the recent trouble in all cases excepting where attaoks on life or property are involved.
