The St. Petersburg correspondent of the Times learns that Rosiia is issuing a 5 per oentum loan of £92,000,000 at 85. Bankers alone will be invited to subsoribe, France taking £50,000,000, London, Amsterdam, and New Yo v k £4,000,000 eaob, and Russiap, banks £30,000,000 instead of Berlin. A sum of £25,000,000 out of the total is required to pay rscsnt issues of shortdated bonds. Tbe balanoe will not be sufficient to pay expenses 6f tbe war, famine, and meet tbe defioit in the Budget.
