If this is settled satisfactorily, a com« promise on the Bank question will be easy. London, March 13. The Times’ Berlin correspondent states that Mr Nicolson’s question regarding an inspection representing a neutral quis custodiet custodieum is insufficiently appreciated. German opinion has been led to underestimate its importance for France, and other points are still unsettled.
