In the House of Commons Sir H. Campbell-Bannerman announced that tha Government intended to appoint a com> mittee to report on the actnal results likely to be created by the various proposals for new constitutions in the Transvaal and Orange Colony. Capetown, March 9. The Het Volk has declined the progressive party’s offer of a settlement on the basis of manhood suffrage, with an alteration in the electoral area benefitting the Boers, owing to Mr Smut’s suggestion that the Liberals would give better terms.
