Germany, through Austria, proposes that France and Spain organise police at seven Moroccan ports, but that Casablanca be under Swiss or Datch instructors, who, like all police, will presumably be under the control of the Inspector-General. London, Maroh 10. The Times says that Germany thas enforces international surveillance. A general recovery occurred in the Stock Exchange owing to the improved prospects at tho Algeoiras Conference and the better feeling on the result c>f the Government’s policy in Souih Africa.
