Tbo Kaiser, in reply, said, “ My first and last thought is for my fighting forces on laud and sea of tbo Empire, and my constant endeavor to work for the alleviation of went and sickness. May God grant that war will not come, but if it should come I em firmly convinced that the army will acquit itsc'f as in 1870."
