Gallenger’s Bill provides for tbe subsidies to certain olasaea of merchantmen and fishing vessels. In return the vessels are to be available for national defence and transport of mail, and for the encouragement of enlistment. At least one-Bixth of the orew are to be Americans.
Repairs are to be done in Amerioa.
