A COOL PROPOSAL. .(Per Press Association.) Wellington, last night. A deputation from the Wellington Raoing Club waited upoa Sir Joseph Ward, placing before him the desire of the Club that no telegraph offioe should be established in the vicinity of the 'olub’s vow racecourse or Tientbam. In replying, Sir Joseph Ward said that he had deoided after careful consideration to establish a telegraph offioe in a tent some few bunT dred yards away from the olub’s property. He had considered the whole subject from his position as head of a Government department and not as a Minister, and he felt justified in saying that aoy Minister who came after him would perforce have to arrive at the Bams decision, It was a question of dnty to the public. The Tele graph Department eould not discriminate between telegrams as to their merits. Wherever any big gathering of the public took place, whether an agricultural show, a raoe meeting or anything else, it was the dnty of the Department h establish an offioe. By its regulations the Department was bound to deliver telegrams within a three miles radius of the receiving office, and if a telegraph office was not established at Trentham there would have to be 160 boys engaged to ride on bicycles or horses from the Upper Hutt to deliver messages at Trentham. He assured the deputation that it was in no antagonistic spirit to the olub that he had arrived at his decision.
