Sir Joseph Ward was oooupied all the morning with a representative deputation urgiDg duplication of the railway tunnel at Penrosei a practical result of whioh was the undertaking that the railway line would be duplicated but not the tunnel, and that on completion of this work the Mayor shall appoint ten representative men, and if they are not satisfied the line is oapable of meeting the demands upon it the tunnel shall be duplicated,
