Reviewing edicts foe religious toleration, the use of Polish language in eohooie, faoilties for the transfer of mortgaged estates to Poles, and the fact that the Duma of 550 members still includes 60 to 85 Poles, a correspondent of the Times interprets it as an attempt' to tranquiliee Poland, while crushing the reform agitation elsewhere. He adds: “ The leaders of the National Party have abandoned their dream of independence. Many claim full rights of British nationality within the • Empire. Frabio denounced the fierce disturbance of 1905 from the outset. The latter is connected with historio strivings, but the outcome of economic grievances fomented by socialists and anarchists."
