Reooived 10.40 p in., Sept. 22. St. Petersburg, Sept. 22, Robbers at Baku arc attacking trains. In one instance 53 passengers were wounded, and one killed. Cossacks in the train fired a volley at tho robbers and saved tbe maiis.
The Novoe Vremya and Bourse Gazette suggest tho acquisition of the right of free passage through the Dardanelles on the practical basis of an Anglo-Ruseian understanding.

Reoeived 12.1 a.m., Sept 23. St. Petersburg, Sept. 22. The Governor-General of Warsaw has, issued an order to the army that owing to' the passiveness and hesitation of the civil authorities preventing the restoration of order in Poland, the disturbances must be stifled. The police were insufficient. In view of the prevailing general ferment and disorder the military must act with vigor and assume responsibility without troubling whether the aotiou will cense superfluous victims.
