President Roosovolt informed a oonforonce of leading politicians ot Oyster Bay that tho Czar, desiring to summon a conference ot Tho Hogue to supplement the work of tho original design, enquired whether Piesidont Roosevelt was quite willing to waive his claim to summon the conference iu view of his initial steps In t : j 1904. President Roosevolt replied that he i-sp would be delighted to accede to the Ozar’e f wish. Mr Elihu Root drafts a formal reply.
