CZAR AND FAMILY ON CRUISE. By telegraph, Press Ass’n, 'Copyright Received 9.49 p.m., Sept, 18. St, Petersburg, Sept. 18. , Tho Czar and Czarina and children have started on a cruise to Finnish waters. Thousands of unemployed persons at Baku will be repatriated.

German advices from St. Petersburg state that 20 million sterling has been appropriated towards tho reconstruction of the navy, and a new fleet will be ready in five years.
