Tho Japanese oa the ninth despatched a messenger with a flag of truce to North Korea, but the Russians refused to treat, declaring they had not been notified of the agreement of an armistice. Two companies of Russian infantry with two guns in Manchuria on the 9th opened an attack. They were outflanked and fled, leaving 40 dead. Medical testimony had been gazetted at Tokio that the Russians were using damdam bullets at Vladimir and in other Ssgahlien engagements. It is also alleged that there were abuses of the Red Cross by Russians and mutilation of Japanese killed in fighting. Tokio, Sopt. 12. Visoount Yossikawa, Minister of tie Interior, bas resigned. Washington, September 12. President Roosevelt lunobeoned Baron Kaneko, who predioted the conolueion of an economic and oommeroial alliance between the United States and Japan.

Mr Gracey, United States Consul at Nanking, reports that Laotsungkao, Chief Commissioner of the Bureau of Foreign Affairs of Hangkiang provinces, has submitted' to the Viceroy a suggestion that Manohuria should be restored to China as a testing ground for reforms, including the opening of the oountry to foreign trade, granting mining and railway concessions, and reforming judicial and monetary systems. The Viceroy will probably memorialise the Throne in favor of Laotsungkao’s scheme.
