LORD ROBERTS SPEAKS OUT PLAINLY. UNPREPAREDNESS OF GREAT BRITAIN. By telegraph, Press A'ss’h, Copyright Received 1.4 a.m., August 3. London, August 2. Lord Roberts, addressing tho London Chamber of Commerce, declared tbat Britain was no hotter prepared for war than in 1899.
“ If fighting Russia in Afghanistan we would be unable,” Lord Roberts declared, 11 to supply tho men requirod ; also there would bo a most seriouß deficiency of officers. We have no option but to introduce universal training and service for home defence.”
