THE PREMIER.
(Per Press Association.) Christchurch, last night The Premier laid the foundation stone of KiDg Edward barracks this afternoon. Mr Seddcn addressed tho gathering, and dealt chiefly with the history of volunteering in Canterbury. The pcoposodexponditure on the barracks so far as the Gduornment was concerned was ,£4635. Ho stated that on June 30th last the full strength of volunteers, defence and school cadets, permanent forces, and rifle clubs in ,the colony was 19,299. The officers and men at the time of tho .Royal visit were 2932. The public schoci cadets now have a total strength of 13,090. Tu the course of a casual reference to Exhibition matters in his speech, the Premier said he gave an emphatic denial to tho statement that the Government did not intend to press on with the Exhibition. It ,had been decided to appoint two arebiteets to propara plans for the buildings, as it»was found,that too much time would elapse if competitive designs were called for.
