After renewal of heokling, Mr Balfour announced his intention to appoint a Royal Commission invested with statutory powers to compel the attendance of witnesses to take evidence on oatb. He invited the Opposition to co-operate in passing the necessary Bill, a non contentious one. . ■
Sir H. Campbell-Bannerman refused to reply to Mr Balfour’s question if the Opposition desired the terms of reference to apply to the conduct of Ministers and War Office officials.
