Regarding the Diana incidont, cabled on April 25tb, the Times* Paris correspondent learns that the Russian commander was permitted to make a trial trip in the Saigon river after the cruiser had been repaired. Ho steamed towards the sea. Threats that she would bo fired on by the artillery alone prevented the cruiser escaping.
Fifteen thousand Japanese are garrisoning Formosa. Mines have boon laid and the fortifications greatly strengthened.
The police at Tokio arreßted Iwasaki, a former naval engineer, Captain Bongouin, former French naval attache, and Bongouin’s English stepson, named Scange, on charges of supplying the Russians with information.
RUSSIAN WARSHIPS.

It is officially announced at Tokio that since the Kamranh incident M. Rouvier has repeatedly instructed officials to watch the coasts to prevent the belligerents’ warships entering French waters.

The Times’ and Standard’s Tokio despatches are more pessimistic,the Japanese, judging from the newspapers, threaten to appeal to their ally if France renews facilities for tbo Russians.
