GENERAL NEWS. By Telegraph—Press Association —Copyright London, May 1. _ It is reported at Saigon that the Baltic fleet is proceeding to the Philippines, where it will meet Admiral Diebogatoff and tho Vladivostok oruisers. All the Japanese losses at Mukden have been replaced. The Russians have received 42,000 reinforcemonts. General Linevitch reports that after capturing five positions in tho vicinity of Langhuahsien, the Russians occupied that town. I A Russian report states that General I Hasegawa, with the sixth Japanese army I of 100,000 men, is at Geusan, and will bo I shortly moving northwards in an attempt jto invest Vladivostok. General Apdrieff I opposes General Hasegawa’s crossing of I the Tunen. I Tho fifth Japanese internal loan was 1 covered fivefold.
Part of the Baltic fleet is outside the territorial limits at Dayet, 40 miles north of Kamranh Bay. Russian, German, and British transports are off Cape St. James and Saigon river, in French Cochin China. A naval division has been mobilised to preserve neutrality.
